Duty holders – Roles and responsibilities
No matter how minor the work being undertaken is, in England (and Wales will likely follow suit in 2025), you are responsible as a duty holder.
This guidance will help you identify your responsibilities if you are the principal designer, designer or principal contractor, or contractor for the client in whose building the work is to be undertaken.
If you are undertaking controlled work, you, your designer and your contractor must follow the procedures in the building regulations. A building control regulator cannot issue a completion or final certificate if you do not.
